In 2011, the Government of Uganda (GOU) committed itself to the Scaling Up Nutrition (SUN) principles, which resulted in the development of the Uganda Nutrition Action Plan (UNAP), 2011‐2016.
During three dissemination events in Uganda, SPRING, USAID’s global nutrition project, presented findings from its Pathways to Better Nutrition (PBN) Study. This study, which took place from 2013 to 2015, provides a time-series view of changes in planning processes and funding mechanisms for nutrition.
This brief is part of a series of "interim" technical briefs, which will culminate with a final two-year study report in 2016. This technical brief begins with a background on the study and goes on to discuss the case of Nepal’s multi-sector nutrition plan.
SPRING has adapted guidance from several sources to develop a methodology for extracting nutrition-specific and nutrition-sensitive funding data from donor and government budget documents. This document is an annex to the Pathways to Better Nutrition (PBN) Case Study Series that outlines SPRING’s methodology and includes limitations of the data presented, as well as references for further information.
The 2014 Global Nutrition Report emphasized the need for sufficient financial resources for nutrition and pointed out the importance of countries being able to track nutrition funding. One year after, 30 countries were able to report on the preliminary estimates of national budget shares for nutrition in the 2015 Global Nutrition Report.
